Duties Brief

Purpose of position

The costing officer will be responsible for recruitment of study participants and collection of information on out-of-pocket expenses incurred by participants to seek care, follow-up participants to estimate time spent while seeking clinical care and collection of health facility and program cost data.

Job description

1.       Screen, obtain consent, enrol eligible participants, and follow study participants

2.       Participate in data collection and entry and ensure that all data collected is accurate and complete

3.       Participate in the recruitment of study participants and administer out-of-pocket cost surveys and time and motion questionnaires.

4.       Ensure accurate and proper completion of all study logs, questionnaires, and consent forms.

5.       Perform first-level quality assurance and quality control (QA/QC) to ensure all fields in the consent forms and date collection tools are complete and accurate

6.       Work with the health facility and district leadership, and implementing partners to obtain administrative cost data and quantification of resources used in provision of HIV and hypertension services.

7.       Quantify study expenditure data from various sources (e.g., administrative records, study budget and expenditure reports, etc.)

8.       Submission of weekly updates and quarterly reviews to the supervisor and the costing team.

Qualification Required

Qualifications and other desirables for the job:

1.       Degree in Economics, Quantitative Economics, Business administration, business statistics, statistics or a related field from a recognized institution.   

2.       GCP & HSP certificate within the last two years

3.       Prior experience working on clinical trials involving cost-effectiveness evaluation.

4.       Desire to pursue a career in health economics

5.       Good understanding of the national HIV program.

6.       Ability to work flexibly with different teams

7.       Proficiency in Luganda
